this is quite posible, because people who click links in such toplists don't realy know what type of site is behind that link, there are no categories and no presentation place with sites descriptions and many sites with similar titles, so if user clicks a link and the site is crap he will click back, and click next similar link and so on. I agree with you that the hits out counter looks strange, could be that some bots generate those clicks.
