i understand that.... but which parts i should be cut? i should cut header,footer.... what's next?

When designing the photoshop image, bear in mind that you will be recreating most of in html. So try to create an html friendly layout.
Afterwards, you just cut out the portions which are not html reproduceable like the logos, spacers, buttons, images etc.Perfection comes at a cost

To be honest you should aim to cut out only what cannot be created in pure CSS or HTML.
Keep the graphics to a minimum to maximize speed.
I have been learning this method of web design for a while. I like some of the visual effects that you can pull off
