Help registration for this ip is disabled

What should I do to register? I had installed some scripts here but if I register it says reg. FOR this ip is disabled at the moment? I had already configure the sql file and conf.php. . And after I register how to becoMe an admin or owner of my site that I Installed? Please help me to fix these errors.

More likely you need to edit ibf_settings set 0 to 1

bro, in your phpadmin for newbie like us its also known as database or sql database, my post is not complete, but i want to see you the value of reg, if you put 0, it means close registration, then if you want to open ur registration, the value of zero make 1. . Sorry for my english bro,

There is this script i install on my site, if i want to register as a new member it shows, Registration has been temporarily disabled, please contact owner.
Where do i need to fix?
