oh..i got it..i have it in my site..at the top and bottom of the page..you'll just copy the form from action=say or say2 i think then paste it at action=""..Now, you want to add a condition where after some post then this will appear?
Try this:

its input type - text form.
count rows by user in chat and if> your value show this form; else show old form.
