the only ways i can think of limiting those who register is thru sim numbers or blocking certain IPs. for example send the validation code thru their sim number. but whats the point of doing this? just disable registration if you dont want other people to go to your site lol

try this idea:
allow registrations with nickname and email.
send via email the password.
verify email-must be unique.
allow login with nickname and password limited time(like: please login in 30 mins after you receive the password).

To protect simply add antiflood so many resistrations per hour.....

to put a code in registration page that blocks
the same ip/browser
for exemple for 24 , 48 hours or more..
