ok.. i've checked that posted file...
like Gum already said... you got wrong encoding in file
which MUST be UTF-8
and one more thing... you also need to define
proper charset.. in this case, you need to set charset
to Windows-1251 ... then you will actually get proper russian letters ;)
i suggest you to use Notepad++ <= excellent+free php editor
