Nope, logs IP. I have added an ip blacklist option to my copy, i will included it next version.

New link: http://evilddl.info/download.php?id=1 but i dont suggest using live yet, i forgot to stop users from enetering html in form an it is possible to deface it as you can see from http://evilddl.info/demo/ but its easy to fix an i will do it when i get time.
