if u live in india, then its tuff for pass stream via wap, coz of low speed of internet, but if you live in other country and internet speed is much then 2MBPS, then u may run site as u think, for this you will have to make your site first,
other information i'll give you with demo.

you wont have need for purchase an a dedicated server. you just have need to purcase stream package, then i will help you for run live stream either
