yes brother i also wana say it to you that start your bussiness from from free level like free advertisement take some profit and then use it to pay publishers.
you are right its to hard to get publishers for free ad exchange but if we think this and stop we cant get Success..
i will say continue your Bussiness for free Ads you may get small amount of users but day by day they increase.
First time i always going to close.. and i close it for 5 months..
but then i think again and start it with new thinking..

you can run your site i have an idea for you just decrease your cpc what i told earlier, you can not pay by 0.1 or 0.01 coz you just started lets have a look to me i was started by 0.001 now after some profit it was 0.002 and currently my cpc is 0.003
