Only thing to verify your paypal with out credit cards you will have to setup your home address and bank card once you done that they will send crappy 0.98 cents to your bank with a code you gotta add to paypal then you will have to wait a week for your mail box a letter that will have other part of your code to verify your are the person that owns that account then upload a new bill that is in your name like phone/power/gas or easy your car license or photo id with your name and birth on it.

This way they know your the owner and will sent limits to $2000 per account yes it has limits
