i think you should try AdHitz.com where you can buy or sell ad space on your site with your on rates..
and can use their default ads if you have no advertiser.. default ad click rate is 0.02 and payment method is paypal check and alerpay..
i have checked reviews about adhitz they are trusted and owner is clixense bux site owner

for which country you got this rate…normally cpc for asian countries are low but it should not be that low..
