use XAMPP for localhost...
at the end of the day it might turn out much better than any free host...
if you mean serious to start any kind of page/forum/portal/SN/others..
get paid host and avoid free domains...
you may get many other replies...
most of them are wrong anyway...

i already said that its not recommended

lol there is no such thing as a "best free hosting" simply don't get reliable quality assurance with free hosting
need to use paid hosting to find a decent one or simply create your own home server that's as free as you can get
