You can use XAMPP Server or WAMP Server.

According to me, XAMPP is better than WAMP.

You can download XAMPP from here - apache friends - xampp for windows

you will be asked for domain name and mail inbetween installation, i will recomend to keep it as it is. after installation finished then "localhost" will be your domain and localhost/phpmyadmin will be your database manager.

your web(public_html) directory will be c:/wamp/www.
