Phpmyadmin Help

[honkytonkman]

on some communities as wapdesire,etc. you must create an account (for admin or owner) inside the database mysql..
but many ones (as me of course)don't knows moving sured inside the phpmyadmin..
somebody can show me ,step by step, as to do?..
i know that i must open the database on USERS but ,then?..
how i have to compilate right it?
