Added after 2 minutes:

When you echo ' ';

you can't get the $_GET or $_POST

So by doing this

echo "<option value=\"$chat[0]\">$chat[1]</option>";

or

echo '<option value='".$chat[0]."'>".$chat[1]."</option>';
