ever heard or used delphi rad (Rapid Application Development) ide? radphp is an ide for developing web/mobile sites in php, supports ajax and you can create android/ios apps with it (for example, you create chat script with radphp and you want an app for android which can access it, no problem, just export you chat as an android app)
mobile sites are created using jquerymobile and are touch friendly
good thing about radphp is that it is just like delphi ide, you design your site, add controls like buttons, tables, mysql connections, etc..

last time i used it it was radphp xe2, main problem with it is that it was bugged as hell

you can download radphp xe2 on tpb ofc but i advise you to get some more info, maybe html5 builder is something better, i haven't tried it coz i don't have internet
