Hello,

Your server has installed cloudlinux.com so cpu isnt real, its the meter of allocation, like if your hosting provider has given 5% cpu then its showing in that 5% how much is used so 100%= total allocation(5-10%) in which you used 40%,
If you exceed the limit of allocated resources your site will give 503 error or might be slow.
You should look to vps or other hosts or try to optimize your script using cache etc.

Your sql functions are not properly closed its a common problem with sea script you should try to optimize your data base queries as you can see the page that using data base is slow,
My recommendation Use new sea scripts and also try to optimize your ad code
