stuff reg script

i want user registration php script.
Detail::::
1.Admin can make some staff
2.after that admin give them some gold for registered user
3.when stuff register one user then auto deduct 1 gold from staff account.
4.and admin can set staff gold limit.

Can any one make this script for me pls help me i urgent that code need it
