    do you have USD balance in your paypal account?
    because if your balance in another currency you will receive this error.

    it would work if you have multiple currencies enabled in your paypal account,
    for some reason paypal sometimes doesnt allow transactions if your account balance is in different currency than usd.

    Do you have usd in paypal if not you can add it as paypal will not enter your account....
